Top bar not showing on customise > layout

Hello
I have installed the theme and plugin. However, the TOP BAR is not showing on appearance > customise > layout so I cannot configure it or add content.
How do I enable the TOP BAR?

Hi there,
Have you added any content in the widget area first?
It can be added in Appearance > Widgets.
Once there are widgets added in the top bar widget area, the layout option should show.
