This is the exact code from that item:
<h3><span class="fa-stack"><i style="color:#1E72BD;" class="fa fa-circle fa-stack-2x"></i><i style="color:#FFF" class="fa fa-flash fa-stack-1x"></i></span> Lightweight & Fast</h3>I’m using Font Awesome’s stack option, where you can stack two icons over each other.
So I’m putting the circle icon behind the lightning (flash) icon.
