Title Above - Title Below option not responding

I've tried a few times to get this to work but I can't seem to get it.
You can see from these screen shots that the settings do nothing. Even after flushing the cache, etc.
Please advise.

Hi there,
Those options only apply to featured images on the main blog page.
The option you are looking for should be in Layout > Page Header > Single Post Header Location.
Not an easy option to find but we are looking at ways to improve it :)
Cool. Thanks for the info. So many options. It's not easy to figure out where to put them all.
