Thin grey horizontal line below navigation in Arctic

I'm using Arctic from the site library. When you scroll down and back up, a thin grey horizontal line appears below the navigation. It's not there when the page loads.
How can I display this line on page load also and not just after scrolling up?

I made the navigation a different color, so don't need this anymore.
