Theme settings are being overwritten by something? Elementor?

Hi,
My theme settings are being overwritten by something. I have made changes to the hover color in menu settings but they are still displaying the old settings. I have also tried adding a click to call setting in the menu customizer and those settings are not taking. Something is overriding the theme settings made in the customize menu. Not sure if it's a generate press or elementor setting. Thoughts?

Hi there,
looks like the Customizer is set to Save as Draft instead of Publish. Click the Icon beside the Save / Publish button to change it.
