theme published button not active

hi
when I edit the theme to try and change the BLOG layout page - the PUBLISH button at the top of the page is not active ?
I have never seen this before ?

What happens if you make changes elsewhere in the Customizer ? Does it work then?
Its worth checking for plugin conflicts - by temporarily disabling all other plugins.
Um -- I think there MAY be some weird changes to WORPDPRESS when you make a change and publish it -- it sort of bans you from doing it again ?? Its really weird ? if you do an action and publish it then it says grayed out ? Have a look see ?? is it just me ?

That is the correct behaviour. But if you make some changes after you publish the previous change again, then the button should be active again.
Can you give that a shot?
