The best way to build a custom image header

I need help, how can I add a custom image below my blog menu. An example of what I need is on this http://www.brandongaille.com. or this http://www.deepsoulfullove.com. The image below the menu tab that has a text on it before the blog articles. I need help on how to achieve and build that.
