Why on Earth do the Headlines keep changing text and background color? On desktop, they are all correct — the colors that I made them using the block editor. On mobile, they are the wrong color, font, and even size and alignment. What is going on here?

I checked the page on desktop and mobile, every headline is using the same color across devices.

I’m talking about the “Video & Aerial” and “Twilight & Enhancements” headlines in particular. On my phone they appear with no color background, and as different text colors.

If so, it sounds like a cache issue, can you make sure all cache is cleared including server cache and browser cache?
Or disable all cache plugins and cache features in your server settings to test.

Yes, it only displays properly (the way I have set the text) when I am logged in as admin. I tried resetting the cache already, but I have just tried again, and cleared my client side cache as well, and it still appears incorrectly — as you have shown in the screenshot.

I only have one — WPRocket. I disabled it and that seems to have solved the issue, but I need some kind of cache plugin for site speed reason — is there on that is recommended to work with GeneratePress without breaking layouts, or should I just wait to activate it until I am done with all layouts, or do you have any other recommendation?

That sounds good, when the site is under development, it’s better not to enable the cache plugin.
If you’d like to try it, here are the recommended settings for Autoptimize (another caching plugin):
