Testimonial Function?

I wonder how I can put statements such as those included in your home page, it is a feature of your theme or plugin apart?
It's a custom plugin I built - very raw and not meant for non-developers really.
I do have plans to turn it into a free plugin one of these days, just haven't had the time yet.
