[Resolved] Table of Contents Block

I’m trying to use the Table of Contents Block to be placed after certain para.
How is it possible.

I tried creating a Block Element, but there is no hook option in the Display rules.
Also, I tried using the Easy Table of Contents plugin. But it is outdated.

Which is better, the plugin or the block.
