If I disable the plugin GenerateBlocks the submenus are shown.

I have an outer and inner z-index.
The value of outer z-index is 9.

I'm not sure which of these two values to change and which value would you suggest to change to what value?

I did a lucky shot and changed outer z-index to 8.
Now the submenu is shown!

Is there a way that I change the value with a global replace action or do I need to change each page by hand?

Honestly I would leave the z-index field blank in your case. I don't see why it needs to be set.
