How would I go about creating this layout? Two columns, then within that content I may need another couple of columns. What is there to handle this?

Since you are using Elementor already I think that's your best bet.
If you don't want to use page builder then try Tom's lightweight grid columns plugin: https://en-ca.wordpress.org/plugins/lightweight-grid-columns/
