sticky Header and Smooth scroll

Hi,

1- I can't find where the sticky header control and smooth scroll are in customize panel. I had seen them once and were able to set them but I can't find them anymore!!! Will you please direct me?

2- Another thing is about the smooth scroll. I set it for my anchor tag menu links on the same page.. first time I saw it but it doesn't work. and I have cleared the cache too and still not scrolling smoothly. (plus I can't find it anymore, seems to be hidden!!)
