Starter Site Question

Can someone explain or clarify the situation with starter sites for products like GP and Astra? Are people not allowed to make starter sites for GP or Astra? If so, why is that? Is it to minimize support issues? I was just curious why no one is selling starter site designs for these platforms.
Is it against the TOS?

I'm not sure what you mean.
To clarify: Are you asking why there are too few starter sites? If so, it's generally because the focus of the dev team is currently directed to development of GenerateBlocks as it is planned to be merged with WP Show Posts. ( Post grid block :D )
If it's about accepting more pre-made/starter sites from users to be added to GP's site library:
We had it opened for quite some time before but it eats a lot of time to check each submission to be sure it's completely safe/secure to be distributed for every subscriber so the submission was closed.

If it's about selling designs:
The only restriction is mainly about reselling/redistribution of GP Premium software and/or license. Read TOS here - https://generatepress.com/terms-usage/
Developers/agencies are allowed to sell designs or site designing/building services.
I'm not asking why there aren't many starter sites or why you're not accepting starter site submissions. I'm asking why I don't see anyone making and selling their own starter sites to be used with GP. Is it because you can only install a starter site through the GP plugin? Which would mean that you guys would have to quality control each starter site, etc.
Was the GP platform designed this way in order to prevent people from messing up their own sites using their own starter sites which may not be coded correctly? I would think that if someone made their own starter site and after installing it, GP would not and could not be responsible for any damage done to the site as a result of that person using their own starter site.
Since it's not reasonable for GP to support a site that has a 3rd party starter site installed, it seems like people should be able to create and sell their own starter sites to be used with GP. This would "void the warranty/support from GP" but this simply ensures that whoever makes their own starter site is going to be fully capable of supporting it, otherwise it would be a waste of their time to create it in the first place because no one is going to use it if it's not supported.

This is not the case - each site library template includes options.json and content.xml file which anyone can obtain from their WP install.
So I was wondering why no one makes and sells their own starter sites for GP...
