Recently we went from a 96% speed rating to a 17% on Googles new speed index rating system. This happened without any real changes on our end, just some plug in updates.
Out goal at this point is to increase our desktop speed and mobile speed rating.
What is the recommended image size for the page header background in pixels and in kb ?

Are you referring to the header background image?
If so, 2000px should be good if you want it full width.
There is no recommendation for file size. As small as possible?
