Some help with secondary navigation

Hello,

I've created a secondary navigation that shows only for logged in users using a Layout element.

I've set secondary navigation to display above the header but I'm having some display issues

I also have a merged header on the home page and and another header for interior pages.

The secondary navigation shows within these headers, not above, them, taking away from actual header size and pushing logo to bottom of header.

I would like the header to display normally and the student navigation menu to indeed be ABOVE THE HEADER
