Smooth scroll not working?

Hi All,
I can't get the smooth scroll to work on named anchor links on this post (linked in private - the ordered list)?
Any ideas about what I've done wrong?

Hi Paul,
You added the smooth-scroll class to the entire section, but it actually needs to be added to each lielement.
