Site title (not logo) on left, and hamburger menu on right on mobile screens?

I use a site title instead of a logo image across my site, and on mobile, the site title appears on top and then the hamburger menu icon appears below it.
I want them to appear on the same line, side-by-side, with the site title on the left and the menu on the right.
Can this be done? Thanks.
