why the site library feature doesn't appear after we enter the license

why the site library feature doesn’t appear after we enter the license
Everything will still work, but you won't get automatic updates. :D

You'll have to activate the "Site Library" module.
On your screenshot, it's not activated. If you activate it, a "Site Library" tab will appear beside "Elements" tab.
