I’d like to know if the plugin Simple CSS by Tom Usborne is still maintained/tested.

Hi there,

yeah we still monitor and maintain the plugin. Making sure it is still secure and compatible.
And every year or so we will make a slight edit to the WordPress repository listing so it maintains an up to date plugin status.
