[Support request] Show tagline (site description) under site title using navigation as header

Hello, Loving GeneratePress but have a question

How can I show the tagline (site description) under site title while using the navigation as header. When I select that option the tagline disappears.

Second question
I want the header background to be transparent before scrolling (achieved this) but when on scroll I want the background to be white. Is this a setting or should I code it in CSS?
