Shortcode stripped from page hero element

Hi

I am trying to insert a shortcode for a beaver builder button in my page hero.

<h1 class="hero-title">Friends of K9 Trust (NPO)</h1>
<h2>Looking after those friends that can not look after themselves</h2>
[fl_builder_insert_layout id="8388"]
<a href="#content" class="smooth-scroll"><i class="fa fa-angle-down fa-2x" aria-hidden="true"></i></a>

For some reason this is not showing up on the front-end.

We are not using any caching or anything like that - it is a brand new install.

Is there somewhere I need to enable this functionality?
