SET LOWER MENU WITH GENERATEPRESS

Hello, I am trying to get a lower menu, I already have the layout made with elements> block, and although I have seen that with hooks I can insert it everywhere on the web, I cannot put it in a fixed way, please help me with this. Would I need another plugin to fix it or can it be done with generatepress? Thank you very much for your help.

i am not sure what you mean by Lower Menu - can you share a link to your site and explain what needs moving where?
