Secondary Navigation Colors Not Working

Hey there,
I have tried numerous times to change the colors in the secondary navigation, but then changes do not take effect.
Could you take a look and let me know what I am doing wrong?

do you have the Secondary Navigation conditionally displayed somewhere? - i can only see the Primary Navigation - if you can link me to where it is ill take a look
Sigh. What a complete numpty I am. I thought the submenu of the primary menu WAS the secondary menu.
