SECONDARY NAVIGATION BAR located ABOVE or BELOW the footer area

I cannot not figure out how to put a SECONDARY navigation bar ... either above or below ... the footer area .... I went to Layouts and found these options --- Below header, Above Header, Float Right, Left Sidebar, Right Sidebar, no navigation .... but nothing about the footer area ....
