Rotating Banner

I would like to have a rotating banner in the header. Do you have suggestions as to how to do it? If this is done with a plugin and hook please point me in the right direction. Thank you!

WHat are the recommended settings for Hook?
There aren't any recommended settings for hooks.
It's basically all about which hook you want to use etc.
Can you explain a bit more if this isn't helpful?
