Menu always expanded

This problem happens intermittently and moves around the site. The only page it's never affected is the home page. There's a 'Skip to Content' link at the top and then a fully expanded menu. I've disabled and reactivated everything and cleared caches.

UPDATE: It is now happening on the desktop as well as mobile devices, so I've deleted references to responsive menu.

That looks like a plugin conflict.
Can you try disabling all non-GP premium plugins and let us have a look? Thanks!

Now I don't see the error so must have been a plugin conflict.
I also don't see any console errors anymore as there were a lot.
Try enable plugins one by ony and see if you can find the culprit?
