Re-enable menu

I previously disabled the menu for both the mobile and desktop site, as my website only had one page.
I've tried to re-enable the menu, as I've added two additional pages to the site, but I can't see the menu.

I had set the Navigation Location to left sidebar, or something like that.
But when I tried to check the setting, the Navigation Location setting was gone.

I believe the issue here is that there is no menu item in the menu assigned to be the Primary Menu:
