Randomly change colors

Does GP have a way to randomly select color sets from a set of sets? I've looked, and not found one. Probably because it is a crazy idea.
If not, I'd like to make a way to do so. I'm just that crazy.
I can get a set of "approved" attractive color sets, and would like to have my website randomly select from that set.
How do I manipulate colors for things like background and fonts? Is this standardized across WP, or does GP have its own way (CSS files, database entries, PHP code, ???)?
How do I make a plugin execute every time a web page is requested?
If I get it working, and you are interested in it, I'll let GP use it.

There isn't something like this in GP right now, but it's a good idea. I'll definitely look into it :)
