If I can add tags after creating the post on the right column. Now what is the benefits of creating tag pages?

Not sure what you mean? The tags pages should be automatically generated?
Then, shouldn't I need to go to tags pages and create them manually?
In other words, are there cases that I should create tags manually inside tag pages?

WordPress handles it automatically. For each tag you create, WordPress will generate an archives page which contains all of your posts tagged with that tag.
Is that the same for categories?
Yea - it's the same for all taxonomies :)
