Product per page

Hello, I have products per row set at 4. I have 15 products but on my shop page but only 9 products are displayed which leaves a big white space at the bottom right where 3 other products should be. On page 2 there is 6 products displayed. Is there a products per page setting that I can set to be divisible by 4 so the page would display 4-8-12 or 16?
