Problem with 404 Error page

Can you explain why my 404 error page looks like this:

I deactivated every plugin but GP Premium and the issue still exists.
Perhaps it's related to this being a staging site on SiteGround but why is the rest of the site fine?
I activated core WP theme 2015 and the issue went away.
Are all the plugins currently deactivated on that page? I see many errors.
I did deactivate all the plugins and the page displayed the same; I've now reactivated them.
Is there anything special I need to do with GP for the 404 error page?
just thought by default it would display correctly but perhaps not.
No there shouldn't be anything you have to set up.

I have a feeling the issue is related to SiteGround's staging feature. I've had issues before.
I'll try to resolve when site has been pushed to live. For now I created a Beaver Themer 404 page.
I'll ask Tom to have a look for sure :)
That's really weird! Even the Beaver Themer 404 is not being applied.
I've been working too many hours today (going on 10). I'm going to let this rest for the evening.
Something really bizarre is going but I can't sort it tonight.

Definitely looks like something to do with the staging?
Thanks, Tom, that is what I suspected. I've had issues before with SiteGround's staging. Just curious as to why this only happens with the 404 error page while the rest of the site loads fine.

Only issue is with 404 page.
Anyway, I'm going to move the site out of staging and into sub folder and I'm certain the issue will be resolved.
