Primary Navigation Sticky Color Issues

I've rest all the settings on this client site, however every time I scroll down on the main page whether on PC or mobile view the menu section background turns ocean blue. As I mentioned I have reset all the settings including all the color schemes and this ocean blue (#558cf1) continues to show on the menu bar.
Any thoughts on what I could be missing?

Did you use any plugin to produce the sticky navigation? With cache on I can't see where the CSS comes from.
Could you purge your cache and disable cache plugin so we can have another look?
Hi there: Thank you for your help. You were correct, I did not realize that there was a cached plugin installed (WP Super Cache) on the site. As soon as I deactivated the plug in the blue color disappeared. You just saved me hours of redesigning the site. Thank you again.
