Primary Navigation over Header

I am guessing this has been asked a few times but I can't find the answer. Tried to use the Float Right option in layout but not worked.
Trying to get my primary navigation to sit over the top of the header.

Instead of using section to create the header, try our page header add-on then you can merge:

Just one thing, that may not be a problem with your theme, if so I apologise, I have used the header - big tick but i cant find out how to reduce the size as it takes up the whole screen :(
