Primary navigation drop point and mobile menu breakpoint

Hello,

I've been playing around with the Primary Navigation mobile menu breakpoint and navigation drop points but can't get the layouts right on the page I provided or the Home page w/ different header.

I do not want the primary navigation to ever drop below the logo since it overlays the page headers. I want to display the mobile hamburger menu at that drop point. Unless it's easier to push the page headers down once the nav drops below the logo?

I'm not sure the easiest way to approach this, any help or direction would be appreciated :)
