Primary menu centered with fixed edges

I am trying to explain what I would like to do.

The primary menu can be aligned left or centered. I want to be centered. But I want the menu to start always in the same place and to finish always in the same place.

I see the primary menu settings and one is the left/right spacing. If it is fixed, I understand what I want is impossible. So I need the left/righ spacing to be variable with the screen width in order to let the beginning and the finish of the primary menu be fixed.

What I want is what you can see in this screen shot: http://longhu.es.mialias.net/wp-content/uploads/2016/09/menu-centered-fixed-edges.jpg but for all screen widths. If in a narrow screen width the elements touch each other, I would put the navicon menu instead.

This is my need and Im lost now. Am I crazy? Or it is possible?

I'm afraid this isn't possible with CSS - at least not that I know of. It might be possible with significant javascript but that would be hacky and jumpy when you load the page.

This is something I think would be useful, and I've kept an eye out for a solution, but haven't found anything yet.
