WOW! This one checks all boxes!
– Sections are kept active *anyhow* (with or without the snippet) if the previous version had them active
– It works on sites with version 1 that were NOT using sections and updated to version 2; sections are still there
– It works on sites when installing version 2 from scratch with the snippet active; sections are listed as previously.
– It works when wanting to change site from the library after updating to (or installing) version 2 with sections active; the new site still has the sections module listed.Many thanks Elvin, I really appreciate as this snippet fully solves this issue and keeps the sections module present/active in whatever scenario.

Elvin, thanks for the suggestion. However, that does not directly answer the question I asked in https://generatepress.com/forums/topic/previous-latest-gpp-version-1-12-3/#post-1756384 and I do not have the time to be testing things in a fresh install right now as I am swamped with paying projects. I would really appreciate a direct YES or NO answer to my question. That would be helpful to others who read the thread as well. Can the filter to add GP Sections feature back to a site be added insider of a site specific plugin or not?

This is still not answering me in a direct yes or no manner…. can the filter be used in a SITE SPECIFIC (AKA CUSTOM PLUGIN). Yes or no?
I am asking this because other themes do not allow filters they create to be used in plugins at all and claim it is a security measure.
