Hi there,
Rumour is using the new Dynamic Content Template using a block element. This article explains how to set up a content template for your own design:

It requires the GenerateBlocks plugin, and to achieve the rumour layout it is simply a 2 Column Grid, the first column has a Dynamic Image Block for featured image, and the second column contains a stack of Headline Elements for the Title and Post Meta.
