Please suggest plugin for my website

I need such functionality for my Project page , please suggest an appropriate plugin or any resource to create such effect

Also as the website will have lot of images so do you suggest using plugin like Wp-Rocket .. I will optimise the images before upload ..

For a slider plugin, perhaps you can try any of the ones recommended here: https://www.wpbeginner.com/best-wordpress-slider/

For the hover effect, the scaling effect can be achieved through GB Pro. See: https://docs.generateblocks.com/article/effects-overview/

For the hover effect with text, it's likely you'll need custom CSS code for this. For plugins, I'm not sure if any of these would work: https://wptablebuilder.com/best-hover-effects-wordpress-plugins/
