For the hover effect, the scaling effect can be achieved through GB Pro. See: https://docs.generateblocks.com/article/effects-overview/

For the hover effect with text, it’s likely you’ll need custom CSS code for this. For plugins, I’m not sure if any of these would work: https://wptablebuilder.com/best-hover-effects-wordpress-plugins/
