[Resolved] Place the comment form on top of the comments

I tried to use this template here https://bit.ly/2Vvou8r but the contact form only appears in posts that have comments. For those who have no comments, the form does not appear.

Ex.
With comments: https://bit.ly/2zoc0H1
Without comments: https://bit.ly/2XTN5Fv
