Page Here not function to all pages

Dear Sir/Madam,
I add a Page Hero and apply to all pages excluding the Front Page, refer to the screenshot in private information, I added an image background to the container, don't know why the page without the featured image, the default image could not be shown. Please help.

Hi Kelvin,
How are you adding the background image? Is it through the dynamic options in the tool bar or the block settings?
