Page Header not loading

Page header has already been replaced by Header Element.

Here's an article about how to migrate page header to header element.

In your case, the steps would be:
1. Go to Appearance > Elements, create a new Header Element, add this Html to the content field:
<img src="your-image-link">.

2. Set Navigation location to Above header.

3. Choose where you'd like it to show in Display rule.

Hi,

Make sure your display rule location is set to all the pages you want it to appear. The Hook Element's display rule seems to only be set on the 2019 category. Add 2020 category to the display rule if you want it to display there as well.
