Page Header Background

Hello, I have difficulty setting up the backgroud image for "pages" using Header Hook. I found out after a while that I need to include at least <h1> </h1> in Page Hero in order for the background image to be visible in any location. However when I select to appear only on the "Pages" in "Display Rules > Location" the background image disappears. I can only display if I select Entire Site or FrontPage. How to solve it?

Not sure if I understand completely.
So you basically only want an image in the header element?
If so try adding some HTML comment as suggested here:

I was able to solve the problem, my "Home" is a fixed page and backround image was not appearing in "Home" header, even though I selected in Page Hero that the background should only appear in "Pages".
The solution was to add a new location indicating to also appear on the "Front Page".
