Page header above secondary nav?

Here's the top of the page structure I'm shooting for: a row with logo/branding on the left and nav on the right, a featured image overlaid with title & meta, another row of links below that.
The structure in GP terms would be:
Primary nav (with navigation as header)
Page header element (featured image, title, avatar, meta)
Secondary nav
Do I have to make an element that includes the secondary nav? I'm not seeing a hook that would inject the element before the secondary nav.

Right now you can see that the elements are in this order:
1. Primary nav
2. Secondary nav
3. Page header element
4. Content
So I just want to swap 2 & 3.
If you're wondering what I'm trying to emulate, it's what Patreon looks when like logged in. Ko-Fi has something similar too.

This hook is not in the hook dropdown list, choose custom, then paste the generate_before_secondary_navigation to the hook field:
