Order of Pages in Primary Navigation

Hello,
I have my primary navigation appearing accross the top of a site above the header. I want all published pages to appear in in it. All that is fine. But what determines the order in which each page appears in the primary navigation?

I believe it's by the published date.
Try creating a new menu and add the desired pages so you can order them however you want:
