Will one hook element add code to the header and to the location specified below? So you would need to create a separate element for wp_head and wp_body_open If you see more than one field then i assume you have a plugin that is adding that. I think it is misleading to have that area at the top for header and the area below for a different hook when only one is active. Just my opinion.
