Not sure how to apply the z index in this case..

Hi,
I have created a header for my site using the header element in generate press, and I have also created a shape for this header using elements as well. Is there any way I can make this header and its shape overlap a generate blocks container below it? as I am using generate blocks to create everything in my site except the header. I want the header to overlap the container below so that it looks like it's on top. I know how to do this by using generate blocks in both the header and the container below it (by using the z index), but not sure if it is possible to do the same with a header element.

I have made a header shape with some waves so that you can see what I mean. As you can see when I push the container up (by adding negative margin at the top) the container goes on top of the header. I was just wondering if there is any way to make the container go below the header instead.
I have made the header using the generate press header element. If this is a feature that is not available on generate press, or if it's too difficult to do I guess I can do the header on each page with generate blocks (using a layout element). I just thought I would ask in case there is the option to do this.
