Not able to save numerous element locations or exclusions

I've been trying to add multiple either include or exclusion rules and much to my dismay, they are not being saved
here's a brief screencast I did for my business partner asking if she had experienced this.
I'm sorry didn't realize I posted this twice. I'm marking this as resolved as I have another post for the same issue!
