No Customizer Options

Theme installs and Activates OK ... Please help!

Are you using GP Premium? If so, are you sure you've enabled your desired add-ons in "Appearance > GeneratePress"?

Yes. I have since deleted both GP-Premium and the theme and removed all child themes from the site.
Full disclosure: I imported six json settings from my test site during the first install.
A fresh reinstall still yields the same - the only thing that appears in the "You Are Customizing" dropdown is the text "The Customizer allows you to preview changes to your site before publishing them. You can also navigate to different pages on your site to preview them."
Everything is showing as active...
Weird, can you possibly send me temporary admin login details to support@generatepress.com so I can see for myself? Usually the quickest way to fix stuff :)

It was set at 128M

Can you turn WP_DEBUG (further down the file) to "true".
Then go to the Customizer and see if there's any errors showing up.
I've turned the debug to true but I don't see any errors on the pages themselves. Unfortunately i cannot easily get to the logs on the server...
Hmm ok..
Time to deactivate each plugin you have installed (not GP Premium).
Deactivate one, check the Customizer and repeat.
This will show us if it's another plugin behaving badly.
ok. i started to do that earlier by deactivating the security plugin. i will report back shortly!
Got it on first try - the 5sec Content Scroller Widget - so now i think i'm good to go, thanks for your help and for great work!
