No Custom CSS on Multisite (Except for Superadmin)

I have a Multisite running GeneratePress Pro & Elementor Pro
When I (Superadmin) go to customiser I can see "Additional CSS" option to enter my custom sitewide CSS
When My other Developer (Site Admin) goes to the customiser, he can see everything else except "Additional CSS"
I've cross checked this on my computer and on different browsers, still no luck. Not sure what the problem is or why this would happen.
Any Ideas?

I believe that's intended functionality in WP.
